Rue21 is targeting small towns and rural areas to open their stores in. They try and open in towns with 250,000 or less people with not a lot of competition. Their idea is to provide teens with the newest fashion as fast as they can and even beat Wal-Mart and Target because the amount of clothing in one Rue21 store is so concentrated. Rue21 doesn't advertise traditionally and instead operates on viral ads and word of mouth, which is different. Rue21 is considered a good investment because to open a store it costs $160,000 but usually makes $900,000- 1.1 million in its first year. The article encouraged people to invest in this teen retail focused company.
