initially rates were dropping on average 12.7 percent from 2007 to 2009, according to National Association of Insurance Commissioners data. But since 2009, according to numbers compiled by Attorney General Martha Coakley and reported in The Boston Globe Tuesday, rates have been soaring, rising by 16 percent at Commerce and Progressive, 18 percent at Plymouth Rock and Liberty, and 30 percent at Travelers/Premier.
