U.S. credit card owners are starting to get their payments on time. The rate of payments at least 90 days over due, dipped in the first 3 months of the year to .76%. That's down from .78% at the end of last year. There are more cards being issued now and 24.1% of that are higher-risk borrowers. They are expected to use them a lot because of not having them from previous years.
